Charter of the Divine Council of Israel under the Reign of the Messiah from the Tribe of Judah

Preamble

Under the eternal kingship of the Mashiach (מָשִׁיחַ), from the lineage of Yehudah (יְהוּדָה), we establish this Divine Council (עֲצַת אֱלֹהִים, Atzat Elohim) as an institution to uphold the decrees of the Most High (עֶלְיוֹן, Elyon) and execute the righteous governance of His Kingdom on earth. The council serves as a manifestation of the unity of Heaven and Earth, ensuring the Torah (תּוֹרָה) and the Word of Adonai (דְּבַר יְהוָה) are faithfully applied in all matters of governance, justice, and worship.

As it is written:

For Adonai is our judge. Adonai is our lawgiver. Adonai is our king. He will save us.” (Isaiah 33:22, WMB)

Article I: Purpose of the Divine Council

The Divine Council is established to fulfill the following purposes:

1. Governance: To assist the Mashiach in ruling the nations with justice and righteousness, as foretold in Isaiah 9:6–7.

2. Judgment: To render judgments according to the Torah and the Spirit of Truth (Ruach HaEmet, רוּחַ הָאֱמֶת), ensuring equity and impartiality (Deuteronomy 16:18–20).

3. Spiritual Oversight: To oversee the spiritual well-being of the nation and ensure that worship is conducted in accordance with the ordinances of Adonai (Ezekiel 44:23–24).

4. Witness to the Nations: To serve as a light to the Gentiles, demonstrating the holiness and wisdom of Adonai’s statutes (Isaiah 42:6).

Article II: Composition of the Divine Council

1. Mashiach as Head: The Messiah from the tribe of Judah, seated on the throne of David, shall preside as the eternal head of the council (Isaiah 11:1–4; Revelation 5:5).

2. Elders of Israel (זִקְנֵי יִשְׂרָאֵל): Twelve elders representing the twelve tribes of Israel shall serve as permanent members, symbolizing the unity and covenant of Israel (Numbers 11:16; Matthew 19:28).

3. Priestly Representatives (כֹּהֲנִים): Levites and Kohanim will provide spiritual counsel and ensure alignment with the divine ordinances (Malachi 2:7).

4. Judges and Officers (שֹׁפְטִים וְשֹׁטְרִים): Seventy appointed individuals, representing the seventy nations of the earth, shall assist in matters of global governance and reconciliation, as established in the model of Moses’ seventy elders (Exodus 24:1; Luke 10:1).

Article III: Qualifications and Appointment

1. Members must be blameless, wise, and filled with the Ruach HaKodesh (Holy Spirit) (Exodus 18:21; Acts 6:3).

2. Appointments shall be made by the Mashiach Himself, guided by divine wisdom and revelation.

3. Membership is for life, subject to the will of Adonai and the oversight of the Mashiach.

Article IV: Authority and Functions

1. Legislative Authority: To draft decrees and ordinances in alignment with the Torah and prophetic revelation.

2. Judicial Authority: To resolve disputes and render decisions on matters brought before them, as modeled in Deuteronomy 17:8–13.

3. Advisory Role: To provide counsel to the Mashiach on matters of national and international importance.

4. Temple Oversight: To supervise the operation and sanctity of the Beit HaMikdash (Temple) and its services (Ezekiel 43:10–11).

Article V: Symbolism and Emblems

1. The seal of the Divine Council shall bear the Lion of Judah (אַרְיֵה יְהוּדָה) encircled by the twelve stones representing the tribes of Israel (Exodus 28:17–21).

2. The council chamber shall feature a menorah (מְנוֹרָה), symbolizing the light of Adonai’s wisdom and guidance (Zechariah 4:2).

Article VI: Scriptural Basis

The establishment of the Divine Council is rooted in the following Scriptures:

• “The government will be on his shoulders. His name will be called Wonderful Counselor, Mighty God, Everlasting Father, Prince of Peace. Of the increase of his government and of peace there shall be no end, on David’s throne and on his kingdom.” (Isaiah 9:6–7, WMB)

• “You shall set judges and officers in all your gates, which Adonai your God gives you, according to your tribes; and they shall judge the people with righteous judgment.” (Deuteronomy 16:18, WMB)

• “I saw thrones, and they sat on them, and judgment was given to them.” (Revelation 20:4, WMB)

Conclusion

This charter is established in faithfulness to the covenant between Adonai and His people, with the assurance that under the reign of the Mashiach, the earth shall be filled with the knowledge of Adonai as the waters cover the sea (Isaiah 11:9). May His kingdom be established forever in righteousness and peace.
