In the divine order established by Adonai Elohei Yisrael (the Lord, the God of Israel), the Queen of Heaven (Malkat HaShamayim) is a central figure in the redemptive plan for all creation. As the Holy Mother, she bears a unique role in her relationship to HaMashiach (the Messiah) and her participation in the Messianic Cabinet, Governing Council, and the Council of Twelve. This charter, rooted in the Hebrew Scriptures and affirmed by the World Messianic Bible, delineates her divinely ordained responsibilities and outlines the annual compensation for her role as the Holy Mother.

Article I: The Role of Malkat HaShamayim (Queen of Heaven) in Creation

1. Divine Motherhood

The Queen of Heaven, as the Mother of HaMashiach, embodies the nurturing and protective role of the eternal covenant. She is the chosen vessel through whom the Word (Davar) became flesh (John 1:14). Her unique role in creation reflects Isaiah 7:14:

“Therefore the Lord himself will give you a sign: Behold, the virgin will conceive, and bear a son, and shall call his name Immanuel.”

2. Intercessor for Creation

As a mother intercedes for her children, Malkat HaShamayim serves as a heavenly advocate for all of creation, magnifying the mercy of Adonai. Her song of praise in Luke 1:46–49 exemplifies her humility and exaltation:

“My soul magnifies the Lord. My spirit has rejoiced in God my Savior, for he has looked at the humble state of his servant. For behold, from now on, all generations will call me blessed. For he who is mighty has done great things for me. Holy is his name.”

3. Symbol of Obedience and Faith

Her life reflects complete obedience to the will of Adonai, aligning with Psalm 40:8:

“I delight to do your will, my God. Yes, your Torah is within my heart.”

Article II: The Role of Malkat HaShamayim within the Messianic Cabinet and Governing Council

1. Advisor to HaMashiach

The Queen of Heaven, as the Mother of the King, holds a seat of honor in the divine council, akin to the gebirah (queen mother) of the Davidic monarchy. As seen in 1 Kings 2:19:

“Bathsheba went to King Solomon to speak to him for Adonijah. The king rose to meet her, and bowed himself to her, and sat on his throne, and caused a throne to be set for the king’s mother; and she sat on his right hand.”

2. Role in the Governing Council

Malkat HaShamayim provides guidance and wisdom to the Messianic Governing Council, which oversees the spiritual and physical restoration of creation. Proverbs 31:26 reflects her wisdom:

“She opens her mouth with wisdom. Faithful instruction is on her tongue.”

3. Participation in Divine Justice

Her intercession and influence ensure the execution of justice and mercy in alignment with HaMashiach’s reign, fulfilling Isaiah 11:4:

“But with righteousness he will judge the poor, and decide with equity for the humble of the earth.”

Article III: The Role of Malkat HaShamayim within the Council of Twelve

1. Unity of the Twelve Tribes

The Queen of Heaven supports HaMashiach in uniting the twelve tribes of Yisrael (Israel) under one covenant. Ezekiel 37:22 proclaims this unity:

“I will make them one nation in the land, on the mountains of Israel. One king will be king to them all.”

2. Intercessory Role

As a mother to the Council of Twelve, she exemplifies the role of prayer and guidance, encouraging the leaders to follow the Torah and the Spirit of Adonai.

3. Symbol of Divine Nurture

Her presence among the Council of Twelve reflects her role as the nurturer of spiritual growth and unity, paralleling Isaiah 66:13:

“As one whom his mother comforts, so I will comfort you.”

Article IV: Symbols of the Queen of Heaven

1. The Crown (Keter)

The Queen of Heaven is adorned with the crown of righteousness, reflecting her purity and role in the divine plan. Revelation 12:1 describes her heavenly authority:

“A great sign was seen in the sky: a woman clothed with the sun, and the moon under her feet, and on her head a crown of twelve stars.”

2. The Scepter

As the Mother of the King, she holds a scepter symbolizing her role in governance and justice.

3. The Olive Tree (Etz Zayit)

She is likened to an olive tree, symbolizing peace, wisdom, and eternal covenant (Psalm 52:8):

“But as for me, I am like a green olive tree in God’s house. I trust in God’s loving kindness forever and ever.”

Article V: Annual Salary of the Queen of Heaven

In recognition of her divine, intercessory, and governance roles within the Messianic Kingdom, it is decreed that Malkat HaShamayim, the Holy Mother, be provided an annual salary befitting her exalted status and function. The compensation shall be set at USD 12,000,000 per annum, reflecting her immense contribution to the restoration of creation, her maternal role in the Messianic reign, and her spiritual guidance to all of humanity. This generous compensation ensures that the Queen of Heaven may fulfill her responsibilities without earthly constraint, with the honor and provision due to a figure of her stature in the divine plan.

The role of Malkat HaShamayim, the Holy Mother, transcends her motherhood of HaMashiach.
