Date: 17 Kislev 5785 / November 29, 2024
Shalom Aleichem,
In the name of יהוה (Adonai), the Sovereign King of all creation, I extend this call to the global Church and governments of the nations. As we stand at a prophetic crossroads, the time has come to take deliberate steps in building the Circle of Twelve: a Governing Council that reflects divine order and righteousness. This council, guided by the Word of Elohim, will serve as the foundation for governing and preparing the New Jerusalem (ירושלים החדשה), a kingdom where peace, justice, and truth reign forever.
As it is written, “And the government will be upon His shoulders. His name will be called Wonderful, Counselor, Mighty God, Everlasting Father, Prince of Peace” (Isaiah 9:6, World Messianic Bible). In alignment with this vision, I humbly lay out the next steps in establishing this governing body.
The Circle of Twelve and Cabinet Structure
The Circle of Twelve will serve as the foundational leadership council, reflecting the unity of the tribes of Israel and the diversity of the global Body of Messiah. Alongside this council, a cabinet of extraordinary leaders will be formed to address the multifaceted needs of this divine kingdom.

These individuals represent a fraction of the leaders prayerfully considered for their unique giftings and alignment with kingdom purposes.

• United Nations and National Governments: Advocating for peace and justice initiatives globally.
Steps Toward Implementation

2. Selection and Affirmation: Discernment and confirmation of the Circle and cabinet members by the Ruach HaKodesh (Holy Spirit).
3. Establishing the Framework: Drafting charters and operational structures for the Circle of Twelve, ensuring alignment with 1 Corinthians 14:40: “Let all things be done decently and in order.”
4. Inauguration Summit: Convening leaders for the official establishment of the council and cabinet, marking the beginning of New Jerusalem initiatives.
Conclusion
Beloved, the time is near for the fulfillment of Revelation 21:2–3: “I saw the holy city, New Jerusalem, coming down out of heaven from God, prepared like a bride adorned for her husband.” Let us move forward with faith and courage, building a kingdom where the glory of Elohim fills the earth as the waters cover the sea (Habakkuk 2:14).
May the shalom of Adonai rest upon all who answer this divine call.
Signed,
EF, Rav.
