Subject: Establishing the Circle of Twelve and Proposed Budget
Shalom Aleichem,
In accordance with the divine order and the prophetic vision, we move toward the establishment of the Circle of Twelve. This governing council, based on the twelve tribes of Israel, will reflect Elohim’s Kingdom principles on Earth. Each member will be entrusted with responsibilities critical to advancing justice, peace, and restoration across the nations.
This memorandum details the role of the governing council and cabinet in this process, the foundational vision for the Circle of Twelve, and a proposed budget to ensure its effective establishment.
I. The Role of the Governing Council and Cabinet
The Mo’etzet HaMemshala (Governing Council) and the Kabinet Shel Hamashiach (Messianic Cabinet) will serve as a cornerstone in identifying and appointing the members of the Circle of Twelve.
Guidelines for Appointments
1. Internal Appointments:
Some members of the Circle of Twelve may already serve within the governing council or cabinet. These individuals have demonstrated wisdom, leadership, and alignment with Kingdom principles.
2. Global Representation:
Appointments will also extend to leaders within the global body of believers who exemplify the character, faith, and expertise necessary to steward their respective domains.
3. Spiritual Discernment:
As written, “Wisdom is better than strength” (Ecclesiastes 9:16). A process of prayer, fasting, and consultation with prophetic voices will guide all decisions.
II. The Circle of Twelve: Roles and Responsibilities
The Circle of Twelve will focus on governance and service in alignment with the Torah, Prophets, and the teachings of Messiah.

• Scriptural Mandate: “They shall keep My charge, to offer to Me the fat and the blood” (Ezekiel 44:15).
3. Ambassador of Covenant Relations (Shagrir Britot):
• Strengthens alliances with nations in alignment with Torah principles.

• Leads environmental stewardship and restoration.
• Scriptural Mandate: “Fill the earth and subdue it” (Genesis 1:28).
