As the Spirit of יְהֹוָה (YHWH) moves mightily across the nations, a great awakening is stirring among the people. The resurgence of divine truth and righteousness in the United States and abroad is not an accident but a fulfillment of prophetic order. This memorandum establishes the framework by which the Council of Twelve, Israel’s Divine Council, the Messianic Cabinet, and the global church and governments shall work together to shepherd this awakening under divine governance.

The Role of the Global Church and Governments

It is written: “For the earth shall be filled with the knowledge of the glory of YHWH, as the waters cover the sea.” — Ḥavaquq (Habakkuk) 2:14.

To steward this knowledge, nations must align their governance with the righteousness of the Kingdom.
