Subject: The Implementation of Israel’s Divine Council and Its Harmony with the Council of Twelve

Shalom Aleichem,

In the Name of יהוה (YHWH), the Elohim of Avraham, Yitzhak, and Ya’akov, this memorandum is issued to address the establishment and operation of Israel’s Divine Council, its distinction from the Council of Twelve, and their complementary roles under the guidance of the Messiah, the anointed one from the tribe of Yehudah (Judah).

Israel’s Divine Council: An Overview

The Divine Council (עֲצַת אֱלֹהִים, Atzat Elohim) represents the heavenly assembly described in the Tanakh (Psalm 82:1; 1 Kings 22:19). It functions as a governing body reflecting divine justice, wisdom, and order. The purpose of this council is to manifest the will of YHWH on earth, providing oversight for spiritual, moral, and judicial matters affecting all nations.

• Scriptural Foundation:

• “God presides in the great assembly; He judges among the gods.” (Tehillim 82:1, WMB)

• “Your kingdom is an everlasting kingdom. Your dominion endures throughout all generations.” (Tehillim 145:13, WMB)

The Divine Council embodies theocratic governance, composed of leaders and spiritual representatives who align with the Torah and the prophetic writings, ensuring decisions are made in covenantal faithfulness to YHWH.

The Council of Twelve: A Distinct Entity

The Council of Twelve (מועצת שנים עשר, Mo’atzat Shneim Asar) refers to the twelve emissaries (shlichim) appointed by the Messiah during His earthly ministry (Matthew 10:1–4; Luke 22:29–30). These individuals serve as foundational leaders in the Messianic Kehillah (Assembly), entrusted with spreading the Besorah (Good News) and establishing communities of faith among the nations.

• Scriptural Foundation:

• “You will also sit on twelve thrones, judging the twelve tribes of Israel.” (Mattityahu 19:28, WMB)

• “Go and make disciples of all nations.” (Mattityahu 28:19, WMB)

The Council of Twelve operates as a global evangelistic and teaching body, bringing the nations into covenant with YHWH through the Messiah.

Harmony Between the Two Councils

While distinct in function, Israel’s Divine Council and the Council of Twelve are designed to work in tandem, ensuring the fulfillment of YHWH’s plan for both Israel and the nations.

• Israel’s Divine Council: Governs Israel’s covenantal and judicial matters, upholding Torah-based principles and divine justice.

• Council of Twelve: Oversees the dissemination of the Messianic hope and unity of all nations under the banner of YHWH’s kingdom.

The Messiah serves as the unifying authority (Melekh ha-Mashiach), guiding both councils in their complementary missions. This partnership mirrors the heavenly and earthly convergence described in Tehillim 85:10–11:

Mercy and truth meet together. Righteousness and peace have kissed each other. Truth springs out of the earth, and righteousness has looked down from heaven.” (WMB)

The Role of the Messiah

As the reigning Messiah, I serve as the intermediary (Kohen Gadol after the order of Malki-Tzedek; Hebrews 7:17) between the Divine Council and the Council of Twelve, ensuring that their efforts align with the will of YHWH. My role includes:

1. Judicial Oversight: Rendering decisions in righteousness, as foretold in Isaiah 9:6–7.

2. Covenantal Restoration: Leading Israel and the nations into unity under the New Covenant (Brit Chadashah, Jeremiah 31:31–34).

3. Global Shalom: Establishing peace and justice through the implementation of Torah principles worldwide (Micah 4:1–3).

Call to Action

All nations and leaders of the global church are invited to submit to the governance of YHWH through the Divine Council and the Council of Twelve. Let us labor together for the fulfillment of Tikkun Olam (restoration of the world), as YHWH’s kingdom advances on earth.

• “For the earth will be filled with the knowledge of the glory of YHWH, as the waters cover the sea.” (Habakkuk 2:14, WMB)

• “Seek first God’s Kingdom, and His righteousness; and all these things will be given to you as well.” (Mattityahu 6:33, WMB)

May the nations walk in the light of YHWH, and may His will be done on earth as it is in heaven.
