In fulfillment of the prophetic vision revealed in Scripture and the divine mandate to establish the governance of the Kingdom, this memorandum outlines the steps to establish the Circle of Twelve — a modern governing council inspired by Yeshua HaMashiach’s disciples. As it is written:
“Yeshua said to them, ‘Most certainly I tell you that you who have followed Me, in the regeneration, when the Son of Man will sit on the throne of His glory, you also will sit on twelve thrones, judging the twelve tribes of Israel.’” (Matthew 19:28, WMB)
This council will embody divine justice, wisdom, and unity. Each leader will represent one of the twelve tribes of Israel and serve as an emissary of HaShem’s will to the nations.
Responsibilities of the Circle of Twelve
1. Advising in Global Governance
The Circle of Twelve will counsel world leaders to ensure justice, mercy, and truth are the cornerstones of governance. As it is written:
“He has shown you, man, what is good. What does HaShem require of you, but to act justly, to love mercy, and to walk humbly with your God?” (Micah 6:8, WMB)
2. Establishing Centers of Torah Instruction
Centers of learning will be built to teach Torah principles and kingdom values. These centers will cultivate a deeper understanding of divine righteousness and prepare nations to walk in the light of the Lord.
“For the Torah will go out from Zion, and HaShem’s word from Jerusalem.” (Isaiah 2:3, WMB)
3. Shepherding the Nations in Righteousness
Each member of the Circle will act as a shepherd, guiding their respective nations toward repentance, obedience, and spiritual renewal.
“I will give you shepherds according to My heart, who will feed you with knowledge and understanding.” (Jeremiah 3:15, WMB)
Next Steps: Establishing the New Jerusalem
Over the next month, we will advance the spiritual and physical foundation of the New Jerusalem, the eternal city of peace and divine governance. The following key initiatives will take place:
1. Appointment of the Twelve Leaders
Through prayer, discernment, and consultation, the individuals chosen to serve in the Circle of Twelve will be revealed. Each will undergo spiritual consecration and accept their calling with humility and devotion.
2. Inauguration of Spiritual Governance
The council will convene to outline strategies for implementing kingdom principles globally. These discussions will align with the prophetic Word and ensure harmony among nations.
“Of the increase of His government and of peace there shall be no end, on David’s throne and on His kingdom, to establish it and to uphold it with justice and with righteousness from that time on, even forever.” (Isaiah 9:7, WMB)
3. Foundations of Education and Worship
Planning will commence for the construction of Torah learning centers and worship spaces, fostering a global return to the covenant with HaShem.
4. Proclamation of Repentance and Renewal
Leaders and communities will be called to teshuvah (repentance), preparing their hearts for the full manifestation of the Kingdom.
Divine Assurance
As we walk together in obedience and faith, let us remember HaShem’s promise:
“Behold, the dwelling of God is with men, and He will dwell with them. They will be His people, and God Himself will be with them as their God.” (Revelation 21:3, WMB)
The time of fulfillment is at hand. Let all who hear the call align their hearts with the Kingdom’s purpose. May we move forward in unity, proclaiming the sovereignty of HaShem and the majesty of His eternal plan.
