Subject: Establishing the Circle of Twelve and Twelve Pillars of Governance

Shalom,

As it is written, “The government shall be upon His shoulders” (Isaiah 9:6). In alignment with the divine mandate, this memorandum outlines the vision for the establishment of the Circle of Twelve — a council reflecting the twelve tribes of Israel — and the Twelve Pillars of Governance that will guide the Kingdom’s administration on earth.

The Circle of Twelve: Leaders of the Tribes

The Circle of Twelve will consist of twelve leaders drawn from the global community of believers, each representing one of the tribes of Israel. These leaders will serve as stewards over domains critical to the spiritual, social, and economic restoration of the earth.

Critical Roles and Responsibilities

1. Head of Justice and Righteousness (Mishpat v’Tzedakah)

• Mandate: “Righteousness and justice are the foundation of Your throne” (Psalm 89:14).

• Focus: Overseeing legal systems, ensuring equity, and eradicating corruption.

2. Keeper of the Temple and Worship

• Mandate: “They shall teach My people the difference between the holy and the profane” (Ezekiel 44:15).

• Focus: Rebuilding the spiritual house of worship, fostering holiness, and preserving sacred practices.

3. Ambassador of Covenant Relations

• Mandate: “In you all the families of the earth shall be blessed” (Genesis 12:3).

• Focus: Establishing and maintaining partnerships with nations and faith-based communities.

4. Steward of Creation (Shomer Beriah)

• Mandate: “Fill the earth and subdue it” (Genesis 1:28).

• Focus: Leading environmental restoration and promoting sustainable stewardship of resources.

Appointments and Governance Structure

The Circle of Twelve will be formed through a process of divine guidance, wisdom, and consultation:

Governing Council and Cabinet Involvement: Certain members of the Circle of Twelve may be appointed from within the existing governing council or cabinet, based on their alignment with the pillars of governance.

Global Representation: Leaders will be chosen to reflect a balance of spiritual maturity, regional representation, and domain expertise, ensuring a council that is diverse yet unified.

Partnerships and Collaborations

To fulfill the Kingdom mandate, partnerships will extend beyond the faith community to include:

United Nations and similar organizations for advancing global peace and justice.

Faith-based and philanthropic organizations for eradicating poverty and uplifting the oppressed.

Scientific and technological institutions for ethical innovation aligned with divine wisdom (Proverbs 8:12).

Vision for the New Jerusalem

The ultimate goal is the establishment of the New Jerusalem, the city of divine light and unity:

• “Many nations shall come and say, ‘Come, let us go up to the mountain of the Lord’” (Isaiah 2:2–3).

• The city will be illuminated by the glory of Elohim (Revelation 21:23).

The Twelve Pillars of Governance

The framework for the Kingdom’s administration is built upon the Twelve Pillars, each reflecting a biblical and prophetic foundation:

1. Mishpat v’Tzedakah (Justice and Righteousness)

2. Economic Empowerment and Wealth Stewardship (Chokhmah Shel Osher)

3. Technological Innovation and Knowledge Dissemination (Da’at)

4. Education and Wisdom (Torah U’Mussar)

5. Family and Community Restoration

6. Spiritual Awakening and Prophetic Insight (Ruach HaKodesh)

7. Interfaith Unity and Peacebuilding (Shalom Bein Amim)

8. Environmental Stewardship and Creation Care

9. Health, Healing, and Wellness (Refuah U’Briyut)

10. Cultural and Creative Innovation

11. Global Advocacy and Outreach (Or LaGoyim)

12. Urban and Rural Development

Immediate Directives for the Council

1. Begin identifying candidates for the Circle of Twelve who embody the vision and values of their respective roles.

2. Establish subcommittees for each pillar to provide expertise and operational frameworks.

3. Strengthen alliances with international organizations to initiate collaborative projects that reflect Kingdom values.

Conclusion

This memorandum calls for unity and action, as written: “Your Kingdom come, Your will be done, on earth as it is in heaven” (Matthew 6:10). The time is now to establish governance that reflects the righteousness, wisdom, and compassion of the Almighty.
