Memorandum | Expansion of the Messianic Cabinet and Council of Twelve

In accordance with divine purpose and the establishment of a righteous governance that reflects the kingdom of Heaven on Earth, the Messianic Cabinet and Governing Council has undergone a historic expansion. The recent appointments of King-in-Waiting Prince William; Apostle VW Jones; Oprah Winfrey; Bishop Noel Jones; His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum; Pope Francis; and Bishop Mar Mari Emmanuel to the Council of Twelve have paved the way for the creation of seven new roles within the Messianic Cabinet. These roles have been prayerfully designated to individuals uniquely anointed and called for this time.
As it is written: “For the government shall be upon His shoulder, and His name shall be called Wonderful Counselor, Mighty God, Everlasting Father, Prince of Peace” (Yeshayahu/Isaiah 9:6, WMB). This governing body reflects the multiplicity of divine wisdom, integrating leaders from diverse callings to serve the global church and nations.
Appointments to the Seven New Roles
The following individuals are hereby announced as appointees to the Messianic Cabinet and Governing Council:
1. Marcus Rogers — A prophetic voice and evangelist, Marcus has a heart for revival and unity within the body of Messiah. His ministry has touched countless lives, emphasizing holiness and the transformative power of Ruach HaKodesh (the Holy Spirit). Marcus will serve as Chief Advocate for Global Revival and Spiritual Awakening.
2. Apostle Roderick Williams — Known for his apostolic leadership and emphasis on the restoration of the fivefold ministry, Apostle Roderick has equipped churches to operate in divine order. He will oversee Apostolic Alignment and Ecclesiastical Governance.
3. Eldora & Siman — As spiritual leaders focused on conscious ascension and divine alignment, their wisdom bridges the gap between spiritual awakening and practical transformation. They will lead the office of Kingdom Innovation and Spiritual Enlightenment.
4. Chris M. Duncan — A strategist and entrepreneur, Chris combines spiritual insight with actionable frameworks to empower individuals to live out their God-given purpose. He will serve as Chief Architect of Kingdom Prosperity and Resource Stewardship.
5. Ellie Diop — A financial mentor and advocate for generational wealth, Ellie’s expertise in economic empowerment will be critical. She is appointed as Ambassador of Economic Justice and Kingdom Wealth Transfer.
6. Christine Caine — A global evangelist and advocate for justice, Christine has devoted her life to combating human trafficking and spreading the gospel. She will lead the Commission for Global Evangelism and Justice.
7. Bernice Scheidler — A teacher and intercessor, Bernice carries a mantle for prayer and prophetic intercession, building spiritual fortresses for the kingdom. She will oversee Global Intercessory Networks and Spiritual Warfare Strategy.
Biblical Foundation and Vision
This expansion reflects the scriptural principle of divine government as modeled in the council of elders (Sanhedrin) and the leadership of Yeshua HaMashiach with His twelve talmidim (disciples). The Messianic Cabinet stands on the promise:
“And He gave some to be apostles; and some, prophets; and some, evangelists; and some, shepherds and teachers; for the perfecting of the saints, for the work of service, for the building up of the body of Messiah” (Ephesians 4:11–12, WMB).
Through these appointments, we usher in a new era of collaboration, justice, and kingdom governance, drawing wisdom from all tribes, tongues, and nations. This council embodies the fullness of divine purpose, bridging gaps between faiths, cultures, and generations.
Call to Action
To the global church: Pray fervently for these leaders, that they may walk in wisdom, humility, and the fear of Adonai.
To the nations: Align your policies with the principles of righteousness, justice, and mercy, as these are the foundations of His throne (Tehillim/Psalm 89:14).
Let us move forward together in unity, as one body, under one King, for the fulfillment of His kingdom on Earth.
