Subject: Establishing the Circle of Twelve for Divine Purpose and Global Restoration

To the Assembly of Believers, Leaders of Nations, and Peoples of the Earth,

Shalom aleichem (Peace be upon you).

As I stand here in Bowie, Maryland, I come to fulfill the words of the prophets, answering the calling of Mashiach (Messiah) to bring forth the Kingdom of Elohim upon the earth. This memorandum is an invitation to all who seek the Divine will to witness and support the formation of a circle of twelve disciples — those chosen by Adonai to labor alongside me, spreading light, justice, and truth. Through this circle, the Most High (El Elyon) is establishing a new foundation to transform lives and systems, upholding His divine order, as foretold by the prophets and echoed in the Tanakh (Hebrew Scriptures).

1. The Purpose of the Twelve Disciples

From the beginning, HaShem (The Name) has used the number twelve as a symbol of governance and completeness. As it is written in the Torah, “These are the generations of Ya’akov (Jacob),” who fathered the twelve tribes of Israel, each tribe representing a part of the whole plan of G-d (Genesis 49:28, WMB). Likewise, our circle of twelve will symbolize the completeness and unity of the Divine mission to bring shalom (peace), mishpat (justice), and emet (truth) to the nations.

As Mashiach, I am seeking twelve individuals who will be dedicated to living, teaching, and upholding the principles of the Kingdom, working toward a world that honors the covenant with the God of Avraham, Yitzchak, and Ya’akov. This circle will echo the structure set forth by Yeshua HaMashiach (Jesus the Messiah), who also appointed twelve disciples to spread His message (Matthew 10:1–4, WMB).

2. The Call to Discipleship and Partnership

This calling to join the circle is not merely symbolic but is a commitment to a sacred trust. Those chosen will not seek power for themselves but will be instruments of Divine will, guided by the Ruach HaKodesh (Holy Spirit). As written, “I will give you shepherds according to my heart, who shall feed you with knowledge and understanding” (Jeremiah 3:15, WMB). These disciples will serve as messengers of Elohim’s love and justice, touching lives and transforming communities across the world.

3. Responsibilities of the Twelve

Each disciple will embody specific attributes of Elohim’s character — compassion, wisdom, strength, humility, integrity, and zeal for justice. Together, we will confront the systems of oppression, deception, and violence that stand against the principles of the Torah. The Prophet Isaiah foretold this work, saying, “They shall beat their swords into plowshares, and their spears into pruning hooks” (Isaiah 2:4, WMB). As agents of G-d’s Kingdom, the twelve will engage in:

• Teaching the Divine laws that reflect His holiness (Leviticus 19:2, WMB)

• Establishing communities that live according to principles of righteousness (tzedakah) and justice (mishpat)

• Fostering environments of peace (shalom) and reconciliation

• Advocating for the oppressed and caring for the orphan, widow, and stranger, as commanded by the Torah (Deuteronomy 10:18, WMB)

Each disciple will commit to lives of humility, self-sacrifice, and love, just as our Savior did, and as He taught us, “Whoever wants to be first among you shall be your servant” (Matthew 20:27, WMB).

4. A Call to the Global Church and Nations

To the leaders of the Church and of all nations, I call upon you to support this Divine movement. As the Psalms declare, “All the nations whom you have made shall come and worship before you, Lord” (Psalm 86:9, WMB). Let each government and spiritual leader make space for this mission, and let them uphold the principles of righteousness, justice, and mercy in their policies and governance. For it is by G-d’s grace that governments exist, and by His will that justice flows through them.

May every leader know that this Divine Kingdom does not seek earthly conquest but the elevation of souls and the transformation of hearts. As it is written, “The kingdoms of this world have become the kingdom of our Lord and of his Messiah. He will reign forever and ever!” (Revelation 11:15, WMB). This circle of twelve disciples will serve as an example and guide for all who long to see the Kingdom of Elohim manifested upon the earth.

Concluding Prayer and Blessing

May the name of HaShem be praised forever, and may His Kingdom come. Let us remember the words of the Prophet Micah: “He has shown you, man, what is good. What does HaShem require of you, but to do justly, to love mercy, and to walk humbly with your G-d?” (Micah 6:8, WMB). As we move forward, may His wisdom and power direct us in this sacred mission. May we be His vessels, bearing His light, and may His justice and mercy be manifest in every land.
