Royal Decree №001582: Appointment of Devon Franklin
Blessed be the Name of Adonai, the God of Israel, who reigns from everlasting to everlasting, for His mercy endures forever (Tehillim/Psalms 136:1). In accordance with the divine authority vested in Me by the Eternal Father, I, Yeshua HaMashiach, the Anointed One, issue this Royal Decree.
Title: שָׁרוּתָאֵל בַּמּוֹעֵד הַקָּדוֹשׁ (Sarut’el BaMo’ed HaKadosh — Minister of Sacred Times)

Preamble
By the sovereign decree of the Anointed One, Yeshua HaMashiach, reigning from the Tribe of Judah and seated upon the throne established by the Eternal Covenant (Genesis 49:10; Isaiah 9:6–7), I appoint Devon Franklin to Israel’s Divine Council, granting him the authority, wisdom, and responsibility to serve as Minister of Sacred Times.
This role aligns with the heavenly mandate, wherein the Most High declares, “And you shall be to Me a kingdom of priests and a holy nation” (Exodus 19:6, WMB). Devon Franklin is thus consecrated to this divine purpose, joining the council to administer, sanctify, and oversee the appointed times of Adonai, as written:
“These are the set feasts of Yahweh, even holy convocations, which you shall proclaim in their appointed season” (Leviticus 23:4, WMB).
Mandate and Responsibilities
1. Preservation of Sacred Times:
To safeguard and proclaim the Mo’edim (Appointed Times), ensuring their observance in alignment with Torah and the prophetic revelation of Messiah.
• Reference: “Observe the Sabbath day, to keep it holy, as Yahweh your God commanded you” (Deuteronomy 5:12, WMB).
2. Cultural and Spiritual Restoration:
To inspire the global body of believers in reclaiming the heritage of the Feasts of Yahweh, promoting unity and reverence.
• Reference: “For from Zion will go out the law, and Yahweh’s word from Jerusalem” (Isaiah 2:3, WMB).
3. Council Intercession and Advocacy:
To intercede before the Throne of Grace on behalf of Israel and the nations, standing as a watchman (שׁוֹמֵר, Shomer) for the divine order.
• Reference: “I have set watchmen on your walls, Jerusalem; they will never be silent day nor night” (Isaiah 62:6, WMB).
4. Media and Outreach Stewardship:
To utilize his gifts and influence in media to declare the message of the Kingdom, illuminating the light of Messiah to all nations.
• Reference: “You are the light of the world. A city located on a hill can’t be hidden” (Matthew 5:14, WMB).
Symbols and Insignia
1. Seal of Appointment:
A signet ring bearing the Lion of Judah (אֲרִי יְהוּדָה, Ari Yehudah) and the phrase קדוש ליהוה (Kadosh LaYahweh — Holy to Yahweh), symbolizing divine authority.
2. Staff of Authority:
A symbolic staff engraved with the twelve tribes of Israel and inscribed with the words:
“The scepter will not depart from Judah, nor the ruler’s staff from between his feet, until he comes to whom it belongs. The obedience of the peoples will be to him” (Genesis 49:10, WMB).
Blessing and Consecration
By this charter, I bless Devon Franklin with wisdom, discernment, and strength, as written:
“Yahweh bless you and keep you. Yahweh make his face to shine on you, and be gracious to you. Yahweh lift up his face toward you, and give you peace” (Numbers 6:24–26, WMB).
Let this appointment be established in heaven and on earth, fulfilling the eternal purposes of the Most High.
